Nothing is perfect unless it's complete. Paul's Jewish readers instinctively connected the concepts of something being whole, complete, sound, at peace, and perfect. The word shalom connotes all of those meanings. So when he says that Jesus was "made perfect," they understood that He completed His experience as Son. And when he points out that human priests never complete their duties, they could see that that system was not perfect.
